About Us
C. J. Quill & Associates, Inc., has been offering practical evaluation and training services to public and private sector clients for 15 years. The company was founded by Joy Quill after a career in the U.S. Department of Health and Human Services (HHS). Joy spent 15 years in the HHS Office of Inspector General (OIG), and served as Regional Inspector for Evaluation and Inspections from 1989 until 1995.
While at HHS, Joy led over 50 national evaluations and policy studies and helped develop the standards that govern how federal evaluations are carried out. She was noted for her training, coaching, and writing skills.
