During her career with the State of Delaware, she received several awards for outstanding leadership and service. In 2001, she was sent as an exchange employee to Miyagi, Japan, to study and share information on evaluating public services.
Celeste also served as an independent consultant on evaluation to drug and alcohol prevention programs for pregnant and postpartum women that were funded by grants from the U.S. Center for Substance Abuse Prevention. She provided technical assistance and training in evaluation methods, conducted site-visits, and reviewed evaluation designs.
Celeste received a B.A. degree from the University of Pennsylvania and a M.A. from Hahnemann University where she was a teaching assistant in statistics. She serves on the Board of the Eastern Evaluation Research Society (www.eers.org) and was Co-President in 2007-2008.
