Who We Are
C. J. Quill & Associates, Inc., is a small, woman- and minority-owned consulting firm serving public and private sector clients. Founded in 1995 by Joy Quill, we offer practical evaluation and training services, primarily in the areas of education, health and social services. We have done work for government agencies, universities, school districts, and non-profit organizations. Our associates have varied professional backgrounds and different areas of expertise. We often team with other firms to develop proposals and fulfill engagements.
